Our industry has its cycles and we have faced difficult economic situations before; we are in for the long haul and our results are proven. On behalf of NEC Corporation, co-host of SubOptic 2010, it gives me great pleasure to welcome you to participate in this conference, the paramount event for the Submarine Cable industry.
It is nine years since SubOptic set foot on Japanese soil, and our industry has seen its peaks and troughs in that time. SubOptic 2001 in Kyoto, the ancient capital of Japan, saw the booming days when everybody thought this industry was going to expand exponentially forever. Then SubOptic 2004 in Monaco saw our industry almost evaporated like an ice-cube on a stove. But we survived this turmoil, because SubOptic 2007 in Baltimore saw our industry emerging from the trench, with a strong and sustainable comeback.
Today, a once-in-a-century economic crisis is hitting us again. But despite such setbacks, our industry seems to be doing fairly well, so history must have taught us good lessons. Now, when the economic news is getting better, and everyone is gearing up to make the next leap, SubOptic 2010 will take you to the bustling modern but historic port of Yokohama, which celebrates its 150th anniversary this year.
I know SubOptic 2010 will be a great success - taking us to new heights, and enabling the next generation of networks and services. Please join us there !

It is my great honor to welcome everybody who is to a greater or lesser extent involved in or affected by the submarine telecommunications business. I am sure that you will have some relation to the submarine telecom industry, even if it may not be immediately obvious to you as an individual.
As you may be aware, the construction, operation and maintenance of submarine telecom networks are directly or indirectly supported by huge numbers of people. Obviously telecom carriers, system suppliers and cableship operators are directly and intensely involved in the business. They are, in turn, supported by a variety of supply chains, with their own innumerable experts and professionals behind them. I believe SubOptic 2010 will be a totally unique occasion for all such experts and professionals to analyze and foresee the future of the industry and its demands.
Submarine cables, although they are laid on the seabed even in the deepest of oceans and cross the foreshore of almost every country with a coastline drawing very little public attention, constitute a most vital part of the worldwide modern communications infrastructure. With ever rapidly increasing information that is essential in various aspects of our lives today, Information Communications & Technology (ICT) and its future cannot be sustained without these submarine networks and its industry experts.
SubOptic 2010 is the place where you can meet all of the experts and professionals of the industry. Please come and join us there, and let’s talk about the future of the submarine telecom industry.

Introduction from the Chairman of the Program Committee

The Program Committee for SubOptic 2010 is tasked with formulating the overall conference program, including the oral paper presentations, poster presentations, master-class tutorials, keynote speakers, and round-table sessions.
I am proud and honored to have been appointed as the Program Chairman. The Program Committee comprises seven Vice-Chairs, each primarily responsible for one of the seven broad topic areas of the conference. The secretary of the SubOptic Executive Committee, John Horne, also sits on the Program Committee, and brings his wide experience from the past conferences.
The members of the Program Committee represent a wide cross-section of industry organizations - including purchasers, suppliers, and consultants. They are a dedicated and experience team, and together have around 200 man-years and woman-years of experience in the industry. The Program Committee is committed to providing a program for 2010 which meets or exceeds the high a level of commercial & technical excellence of previous SubOptic conventions - and which is also of relevance and interest to all existing and new members of our diverse industry.
